SE APROBÓ EL PROYECTO DE LEY PARA NIÑOS Y JÓVENES CON CÁNCER IMPULSADO POR EL LEGISLADOR POR TUCUMÁN CARLOS CISNEROS
Fue aprobado el proyecto de ley para niños y jóvenes con cáncer
Presentado por el Diputado Nacional por Tucumán, Carlos Cisneros.
El legislador nacional afirmó que la iniciativa busca reducir la “morbilidad y la mortalidad prevenible” para elevar “la calidad de vida de este grupo en situación de vulnerabilidad”.
El diputado nacional por Tucumán Carlos Cisneros presentó en la Honorable Cámara de Diputados de la Nación un proyecto que busca beneficiar a los niños, niñas y adolescentes con cáncer y a su grupo familiar en materia de salud, vivienda, transporte y educación.
La iniciativa, aprobada hoy en la Cámara Baja, contiene medidas pedidas por grupos de madres y padres. Acompañan el proyecto diputados de distintos bloques: Gladys Medina (FDT), José Cano (UCR) y Lidia Ascarate (UCR).
“El cáncer es la principal causa de muerte en la segunda infancia. En la República Argentina se diagnostican alrededor de 1.400 casos nuevos por año de cáncer en la infancia, muriendo 400 niños por año por causa de esta enfermedad”, dijo Cisneros. Y agregó: “este grupo en situación de vulnerabilidad requiere de cuidados particulares y de la especial protección de las leyes y de las políticas públicas”.
El legislador sostuvo que “el Estado debe tomar medidas de acción positiva que garanticen el derecho del niño a crecer y desarrollarse al máximo de sus posibilidades y vivir en condiciones que le permitan disfrutar del más alto nivel posible de salud”.
Además, remarcó que el proyecto de ley reducirá “morbilidad y la mortalidad prevenible” y “elevará la calidad de vida de este grupo en situación de vulnerabilidad”.
El proyecto del diputado nacional Cisneros contiene las siguientes medidas:
- Certificado único: para probar la situación en forma ágil y sencilla, con el debido respeto de la confidencialidad. Se busca que sea un derecho para las y los pacientes, pero no un requisito indispensable para obtener los demás beneficios.
- Ampliación de la cobertura de tratamiento y rehabilitación: para brindar una cobertura integral, destinada a cuidar la salud física, mental y social de los niños, niñas y adolescentes con cáncer. El proyecto busca sumar la cobertura de fisioterapia, terapia de estimulación temprana, asesoramiento y control nutricional, etc. También, establecer plazos máximos para los estudios y tratamientos urgentes.
- Transporte: transporte urbano gratuito para los pacientes y acompañantes. Tarifas reducidas (30% del valor) para el transporte de larga distancia, incluyendo líneas aéreas, trenes y colectivos. Esto es fundamental ya que muchas veces los establecimientos médicos que proveen tratamientos complejos están en los grandes centros urbanos del país.
- Educación: creación de programas y planes de estudios que sean compatibles con los tratamientos médicos.
- Servicios públicos: gratuidad en servicios de gas, energía y agua cuando estén bajo la jurisdicción federal. Y tarifas reducidas (50% del valor) para las TIC, incluyendo internet y la telefonía móvil.
- Vivienda digna: garantizar una vivienda cercana (menos de 100 kilómetros) al establecimiento de salud donde se recibe el tratamiento; y con condiciones edilicias y de seguridad sanitaria que sean adecuadas y suficientes para los tratamientos. Busca establecer subsidios para el caso en que no se cumplan con estas condiciones.
- Licencia laboral: garantizar los cuidados de los padres y madres, a través de un régimen de licencias con goce de sueldo de hasta 180 días al año renovables.
- Seguridad social: crear una asignación universal por hijo o hija oncopediátrico mientras dure la enfermedad, equivalente a la asignación universal por hijo con discapacidad.
- Red Nacional de Laboratorios de Histocompatibilidad: para estudiar la compatibilidad genética, con presencia en todo el territorio del país.
- Campañas de donación de sangre y de médula ósea e investigaciones.
- Campañas de difusión de información y concientización.
