UNA ARGENTINA POSIBLE: LA POTENCIA EXPORTADORA COMO POLÍTICA DE ESTADO
Una Argentina posible: la potencia exportadora como política de Estado
Por Eugenio Sangregorio. El diputado nacional Ítalo Argentino (USEI) advierte la necesidad de “mentalizarse que lo productivo y la generación de riqueza es lo que nos permitirá superar esta situación”.
Hace décadas que la Argentina está buscando el camino que la lleve al desarrollo. La realidad es que muy poco se ha logrado, más bien estos últimos años han marcado un grave deterioro, con índices económicos malos de un país pobre.
Ante esto, urge cambiar y poner a la Argentina otra vez de pie, pero también a la sociedad en su conjunto, y esto es a todo el pueblo, no sólo a un sector. A mentalizarse que lo productivo, la generación de riqueza, el trabajo, y en especial el trabajo con valor agregado, es lo que nos permitirá superar esta situación. O sea, sólo aplicar el sentido común que nos está indicando que así los resultados han sido muy malos, y que para cambiarlos se necesita efectuar un giro de 180 grados. Comenzar una etapa de desarrollo.
La crisis nacional de 1890
Podemos usar el pasado mundial y el de nuestro país para ver cuándo se han dado casos de desarrollo exitosos, viniendo de situaciones muy complejas. En el caso argentino, nos podemos remitir a 1890. Entonces, el país se encontraba en bancarrota, no pudiendo afrontar sus compromisos externos. Y de esta situación de quiebra, en 20 años nos convertimos en la séptima potencia mundial, acumulando reservas y oro, al punto que el peso argentino era una de las pocas monedas que se podía convertir por oro.
Hoy en día parece ciencia ficción, pero en ese entonces pensaban lo mismo los argentinos de 1890 y en dos décadas tenían un país muy diferente y pujante. ¿Qué provocó ese gran cambio en la Argentina? Por un lado, la inmigración europea de alta calidad que vino a instalarse al país. Y por el otro, una política de exportaciones agresivas, necesarias para acumular reservas y pagar las deudas acumuladas que se habían dejado de honrar.
Para poder tener políticas exportadoras consistentes, se debían hacer grandes obras de infraestructura y algo de eso comenzó con los ferrocarriles, el puerto y otras obras; todo relacionado con el potencial exportador. Era una política concreta avalada por la sociedad en su conjunto. De ahí, el éxito de esos años: las inversiones externas empezaron a llegar, en especial para todo aquello destinado a la exportación. El crecimiento de esos años fue increíble; de la bancarrota a una potencia mundial donde todos querían invertir.
El ejemplo de China
Otro caso más actual, pero a nivel mundial, es el de la República Popular China. Una nación sumergida en la pobreza durante casi todo el siglo XX, que a fines de los ‘70 decidió hacer un giro profundo en su devenir económico, y se abrió al capitalismo en lo económico. Después de 40 años, es la segunda potencia mundial, próxima a ser la primera. Además, se destaca como el primer exportador mundial desde hace largo tiempo. Un país gigante en cantidad de gente se convirtió en un país desarrollado tecnológicamente, pujante, con millones de ricos entre sus ciudadanos y con una clase media ya estimada en 250 millones de personas.
Se puede decir un verdadero éxito. Muchos cuestionarán este éxito, porque es una sociedad no democrática, manejada por el Partido Comunista Chino. La realidad es que se han desarrollado, hoy compiten con cualquier país en tecnología, y esto lo han logrado por su inserción exportadora muy agresiva a nivel mundial.
En este caso, también podemos observar que el crecimiento llegó de la mano de las exportaciones y la acumulación de riquezas provenientes del superávit comercial. Como una primera conclusión, sin dudas el cambio al desarrollo debe pasar por una política agresiva exportadora que acumule reservas y de ahí al desarrollo.
Esta transformación china, que puede calificarse de asombrosa, es una “Política de Estado”. El sentido común les marcó que, sin esta Política de Estado, el desarrollo no iba a ser posible y solo serían buenos momentos, ya que el consumo interno es muy importante.
APRENDIZAJE ARGENTINO
De estas políticas de Estado debe aprehender Argentina, si queremos ver una argentina mejor, desarrollada y pujante, esto debe materializarse en una política de Estado que debe ser aceptada por la sociedad en su conjunto, disponiendo de todos los recursos económicos y humanos al servicio de esas políticas de Estado.
Planes milagrosos, solo mostrarán mejoras temporales. Argentina debe ser un país que deje atrás este estado actual de pobreza y comience a acumular reservas. Caso contrario nunca llegará ni la riqueza de la sociedad ni el desarrollo.
MAS EJEMPLOS
Otro ejemplo de gran desarrollo es Alemania que tras haber perdido dos guerras, pagó sus deudas y se convirtieron en potencia mundial. Es un país superdesarrollado que exporta valor agregado. Que supero dos grandes hiper inflaciones y desde hace más de 70 años no acepta convivir ni con un poco de inflación. La sociedad Aelemana recobro la confianza en la moneda y en el Estado y hoy hay que pagarle al Estado Alemán si querés que tenga tu plata por menos de 10 años, los Alemanes confían en su Estado primero que nadie para elegir un acredor. Parece una fantasía pero es la realidad, un claro ejemplo de una nación que se levantó de un desastre.
Otro Ejemplo es Japón, una diminuta isla tan chica como la Provincia de Buenos Aires, por muchos años primer exportador mundial, desplazado por China y exporta solo tecnología y valor agregado. Una de las sociedad con mayor ingreso per capita del mundo. Sufrieron la bomba atómica y la destrucción total, sin embargo desde fines de los 60 son una potencia mundial.
El Caso Argentino; acumular reservas y crear riqueza
Muchos dirán no somos Alemanes ni somos chinos, pero somos argentinos que debemos recuperar la fe en el trabajo en el esfuerzo en la investigación y el desarrollo. No podemos vivir más de políticas estatales que solo subsidian la pobreza, así nada mejorará. Este gran cambio cultural debe aceptarlo la sociedad y debe ser guiado por los políticos argentinos, tenemos 45 millones de habitantes en un gran territorio. Casi todo en subdesarrollo –es decir en condiciones de generar crecimiento- comenzando por nuestra pujante actividad agroalimentaria. Debemos poner nuestras energías en este sector en especial, pero así también en todos aquellos sectores exportadores que nos generen divisas. Tenemos la industria del conocimiento, la minería, los servicios en general, el Gas con Vaca Muerta. La conquista de mercados externos debe ser una política de estado que perdure, luego se podrá volver a pensar en el mercado interno. Pero no a través de políticas de subsidios o endeudamiento crónico, que genera crisis insoportables. Sino a través de un gran crecimiento del producto bruto per capita de los ciudadanos argentinos. Si lo que triunfa son las políticas de estado, la puja política se direcciona por el mejor partido que gestiona. Y todo se vuelve virtuoso, de lo contrario, solo logramos vivir en un estado de “Sociedad Separada” que no encuentra puntos de apoyo para superar esta situación. Los partidos deben construir una Argentina para todos en base a políticas de Estado, siendo la primera: un país que se dedique a la exportación en forma agresiva en sus sectores más competitivos. Para lograr acumular reservas y luego riquezas.
Los ciudadanos argentinos, necesitamos generar una manera diversa de crecer económicamente, de manera integral, pensando en el beneficio de todos como sociedad. Pero sabiendo que no todos se beneficiarán de la misma manera. Al mismo tiempo, debe actuar el Estado para corregir las distorsiones que se produzcan, pero indicando a las claras que la política de crecimiento como nación es la de una POTENCIA EXPORTADORA.
